Chis., 6 Nov, 1899" oval date stamps on oversized registered cover to Leipzig, Germany, registry etiquette and receiving backstamp, including original 1899 postal announcement of the 1899 issues being valid from November 1; light cover tone spots and edge wear, F.-V.F., the earliest recorded usage of the 1899 Eagle issue.
