Scott No. 12    Estimate $2,000 - 3,000.

The sender attempted to send this by the 21¢ Pre-Convention rate, but was too late for the Three Month Rate of Jan. 1 to April 1, 1857. The rate was however accepted in New Orleans, but on arrival in New York was treated as unpaid as the Franco-American Treaty did not recognize part payment. A manuscript "15" due was applied along with the debit cds in New York and sent via the Cunard Liner "Asia" on April 15th to Liverpool and then forwarded to France with "8" decimes (16¢) due handstamp applied in France as this was as close to 15¢ as the French currency would allow.
