Two 5c covers improperly franked and refranked at destination with additional 10c, each with "Nota Instructiva" instructing postmaster to charge twice postage and to affix postage and cancel in front of addressee; one from Mexico to Tianguistengo and other from Tula to Mexico; cover edge flaws, F.-V.F.
