(Belgium) 1855 Stampless cover from New York to Antwerp, Belgium, postmarked "23/ N. York Am. Pkt./ Jan 24", Mar 1" exchange office cds with the "23" being annulled by a black grid, the cover then handstamped boxed "Not Paid", manuscript "7" (decimes due), backstamped two French transits and Antwerp reduced at right (5 Mar), Very Fine.
