It is certainly questionable whether the franking is the 1895 issue or the rare 1898 Official issue.

Lot 524    

Mexico, Envelope, 1892, 10c Vermilion, Advertising Sheet and Envelope, addressed to Matehuala and canceled by 1893 Mexico D.F. cds, these were printed as a special order containing a printed flyer with many advertisements and an embossed image of the 10c, the envelope has a cut oval. The user would only pay 5c and the remaining 5c would be subsidized by the advertisers; opening tear at top, F.-V.F., a rare postally example of this unusual advertising entire, approximately 10-15 exist used.
