Sep 16" cds; edge wear with couple small tears, Fine, ex-Cole; with 1988 P.F. certificate.

THE ONLY RECORDED COMBINATION OF THE 2¢ BLACK JACK BISECT USED AS PART OF THE 2¢ LOCAL RATE.

The 2¢ local rate was effective July 1, 1863 prepaying carrier delivery if this service was available. However, Quincy did not have carriers at this time. The local rate was changed effective May 1st 1865 back to 1¢ for towns without carrier service.
