On Gregory's website "Post Office in Paradise", this target handstamp is noted as "origin unknown".

"W" in Circle, full strike of handstamp (lettW-20(circled), 1RRRR) on 1864, 2¢ rose vermilion, accompanied by the larger "W" in circle handstamp (lettW-22(circled, large W), 1RRRR) on 2¢ rose vermilion with margin nick, Very Fine strikes, both are very rare, the larger type seems to be much scarcer than the smaller type.
