It is taken from one of the first sheets printed by this Bureau, and from one of the first sold by the Post Office Department. The Stamp was designed by Mr. Whitney Warren, of New York, who is a special friend of the Postmaster-General, Very Sincerely, J.E. Ralph, Director" and addressed to Mr. James C. Courts, Clerk, House Committee on Appropriations, House of Representatives., Very Fine.
