(Oregon) Port Orford, O.T., Jul 27, balloon type cds tying 1851, 10¢ green, type II on cover to Jackson, Ill., with second strike at lower left; light cover edge wear and soiling, F.-V.F., believed to be a 1856 usage sent during the McGraw contract.

In 1856, a two year contract was won by Hiram Kimball, a Mormon. William McGraw, the loser, sought to have it annulled by his "friends" in Washington, who he convinced could expect to reap political gains for themselves and the Buchanan administration. in June 1857, Kimball's company, the "Y.X.Co.", was denied possession of the west bound mails which were housed in the Independence post office.
