Mexico, 1916, 1p brown & black, strip of four, strip of three, pair and seven singles, with 40c (2), 10c(4) and 4c to pay the $17.24 second class bulk mail rate attached on reverse of two receipts, receipts state that this for 291 kilos of the newspaper "El Democrata" dated April 27, 1916; small flaws, F.-V.F., a unique franking and a rare example of the bulk rate for periodicals.
