Henry Laurens, 2nd President of the Continental Congress of the United States (November 1, 1777 to December 9, 1778). Captured by the British in 1780 and was confined in the Tower of London until exchanged for Lord Cornwallis in 1781. Signature as President of the Continental Congress on printed broadside entitled "In Congress, Wednesday, April 3, 1776, Instructions to the Commanders of Private Ships or Vessels of War, which shall have Commissions or Letters of Marque and Reprisal, authorizing them to make Capture of British Vessels and Cargoes", followed by eleven numbered articles governing the conduct of American privateers, although this document bears the date of the original Act of Congress, it was signed by Laurens at a later date when he became President; some light toning and fold, F.-V.F.
