"Blackhawk W.T., Dec 19", manuscript postmark with "Free, Wm. L. Toole P.M." postmaster free frank rating on blue 1837 folded letter to a Delegate in Congress at Washington D.C., long political contents accusing the territorial legislature of corruption in having sold out to land speculators, and requesting the delegate's influence in securing mail routes favorable to the local citizens., fresh and Very Fine, became part of Iowa Territory the following year, ex-Van Vlissingen, Jarrett.
