The 2¢ general issue stamp satisfied the new federal drop rate for "city mail." By 1864 Philadelphia delivered city mail four times a day, specified in the circular datestamp. Despite more frequent service, the government was still no match for the hourly deliveries by Bloods Penny Post many years earlier.
