Victoria, 1854, Queen Victoria ("Cameo"), 1s blue, tied by "1" barred oval cancel on cover to New York at the double 45¢ rate partially paid, Melbourne (8.29) backstamp, red Liverpool Paid (11.27) tombstone transit, Liverpool (11.28) backstamp and "6/Cents" debit rating handstamp, carried by Collins Line Baltic to New York where "48" due rating handstamp struck; small stamp and cover faults, Fine. SG No. 25.

This letter weighed between ½ and 1 ounce, thus a double-rate letter. The sender paid only to England at double the 6d "uniform empire rate" which Victoria adopted on 1 July 1855. In the UK the letter was treated as completely unpaid to the U.S., so a 6d debit marking was applied for double UK inland. New York rated the letter 48¢ due, double the 24¢ rate per the 1848 US-GB Treaty.
