Dark blue printed all over advertising featuring an Eagle & Shield design with text regarding legal claims arising from the recently ended Civil War, franked with 1867 2¢ black, F. grill tied by blue Philadelphia "Carrier" c.d.s. for local delivery, cover slightly reduced at right & couple vertical creases, one affecting the stamp, Very Fine and attractive; with 1998 P.F. certificate.
