With bottom strip showing horiz row of roulettes just above perfs at bottom; tied on July 5, 1916 certified cover from War minister to Governor Adolfo de la Huerta (future president of Mexico), Mexico to Hermosillo; cover reduced at left, F.-V.F., this is the only cover recorded with the July perforated stamps.
