Jessie Benton Fremont was the daughter of Senator Thomas Hart Benton, who broke with the Democrat Party of Missouri over the issue of slavery. As the wife of John C. Fremont she was instrumental, through her father, in obtaining his appointment to head several exploring and survey parties to the West prior to the Civil War.

According to Milgram, this design was modified for a Stephen Douglas campaign envelope in 1860 and was still later modified for a patriotic cover during the Civil War.
