Special Delivery, 1908, 10¢ Green, First Day of Issue Presentation Letter, typed letter signed "J.E. Ralph" as Director of the BEP with blue Bureau of Engraving & Printing letterhead imprint dated December 12, 1908 and reading "My dear Mr. Courts:-, I take pleasure in handing you the new design special delivery postage stamp, which please accept with my compliments. It is taken from one of the first sheets printed by this Bureau, and from one of the first sold by the Post Office Department. The Stamp was designed by Mr. Whitney Warren, of New York, who is a special friend of the Postmaster-General, Very Sincerely, J.E. Ralph, Director" and addressed to Mr. James C. Courts, Clerk, House Committee on Appropriations, House of Representatives., Very Fine.
