Saravia had been appointed Prefecto Político Superior del Departamento de Durango (Governor) by Emperor Maximilian. Responsible for keeping peace in this Department of Durango, it appears that his avenue for this was to support the guerrillas, at this time the French were leaving, but had not left, Very Fine.Scott No. 23 Estimate $300 - 400.
