"South Kingston, Feby. 11th", manuscript postmark with matching "Free" rating on 1799 folded letter to Hon. Dwight Foster, Member of Congress at Philadelphia Pa., letter includes a request for appointment "…to inquire of the Secretary of War wether there is to be a Lt. Col. Comdt. to be appointed from this State for the Army of the United States…I have for some time been advised to apply for that appointment & have at less concluded that in case there is a vacancy to apply…", flap docketed received "Feb. 26. 1799", Very Fine and rare early DPO, Scarcity R8.
