1873 Post Office Announcement of Official Stamps, two-page circular to all postmasters dated May 15, 1873 advising of the abolishment of the franking privilege as of July 1, 1873 and that "the Postmaster General is required by law to provide postage stamps and stamped envelopes of special design for each of the several Executive Departments of the Government, for the pre-payment of postage on official matter passing through the mails." The circular goes on to describe the stamps and colors including that the War Department stamps will be "cochineal red"; folded for envelope, Very Fine.

State Dept., 1873, 3¢ green, die proof, on fibrous wove paper, believed to be cut down (25x31mm), impression weak, Very Fine; with 2019 P.F. certificate.
Scott No. O59P var.    Estimate $2,000 - 3,000.

A UNIQUE DIE PROOF OF THE 1873 3¢ STATE DEPARTMENT ISSUE.

The P.F. opinion regarding this proof states…"It is neither an O59P2a, nor an O59P2" however they do state this proof is on "fibrous wove paper". Since all large die proof of this issue were printed on India, this unclassified proof falls into a unique class.
