Publishers printed sheet to Clermont-Ferrand, France and forwarded to Aigueperse, carried by Cunard Line Asia from New York Jul. 20th to Liverpool arriving Jul. 31st, red French (8.1) entry cds and magenta "15c" centimes due rating, backstamps include Aihueperse (8.3) arrival cds; 1¢ surface flaw, Very Fine and scarce transatlantic printed matter use, ex-Winter.
Scott Nos. 24    Estimate $300 - 400.

Sent in French Treaty Mails at the newspaper rate, but underpaid by 1¢. New York allowed the circular to go underpaid.
