Jul. 16" double-circle datestamp on Christian Commission and Soldier's Relief Fair corner card cover to local address, forwarded to Hanover N.H., forwarding postage paid by 1861 3¢ rose tied by target with second type of "Washington D.C. Jul. 18" double-circle postmark, Very Fine and rare, unusual usage as initial 2¢ postage paid drop letter rate while forwarding postage was paid at the normal 3¢ rate, ex-Kantor.
