Folded cover franked with 1865 1sh green (defective) by "Manchester 498" duplex cancel paying the 1sh per half ounce letter rate, manuscript notation at left "over 1/2 oz." & handstamped two line "Insufficiently Pre-Paid" in bottom right with black "Philadelphia Br. Pkt. Nov 15" exchange cds alongside, black manuscript "38" cents debit to the U.S. (double the 3¢ British inland, and 16¢ sea postage) & hand-stamped "48" cents due the addressee adjacent, F.-V.F. Scott No. 48 Estimate $150 - 200.
Weighs between ½ and 1 ounce, and contains an affidavit from the U.S. Vice Consul at Bradford, bearing a 5¢ Certificate Revenue Stamp. Mail collected in the Liverpool, London, and Southampton exchanges addressed to Philadelphia were made up in separate bags from 1.Jan-1854.
