Great Britain, 1865 Manchester, England to Philadelphia, Pennsylvania. Folded cover franked with 1865 1sh green (defective) by "Manchester 498" duplex cancel paying the 1sh per half ounce letter rate, manuscript notation at left "over 1/2 oz." & handstamped two line "Insufficiently Pre-Paid" in bottom right with black "Philadelphia Br. Pkt. Nov 15" exchange cds alongside, black manuscript "38" cents debit to the U.S. (double the 3¢ British inland, and 16¢ sea postage) & hand-stamped "48" cents due the addressee adjacent, F.-V.F.
Scott No. 48    Estimate $150 - 200.

Weighs between ½ and 1 ounce, and contains an affidavit from the U.S. Vice Consul at Bradford, bearing a 5¢ Certificate Revenue Stamp. Mail collected in the Liverpool, London, and Southampton exchanges addressed to Philadelphia were made up in separate bags from 1.Jan-1854.
