Confederacy, New Orleans, La., 1861, 2¢ blue. Four margin single on partly printed folded bank circular with an 1861 5¢ olive green, stone 1 placed over it and tied by "New Orleans, La./27 Feb." cds to Baton Rouge; 5¢ stamp is hinged in place to show the 2¢ Provisional, the 5¢ with three margins and hidden flaws, Extremely Fine; with 2007 C.S.A. certificate declining an opinion as to the origination of the 2¢ provisional on the cover, however it seems to be logical that.
Scott No. 62X1    Estimate $500 - 750.

It was probably determined prior to mailing that, due to the handwritten portions of the circular, the 2¢ circular rate would not apply, therefore a 5¢ stamp was required.
