Wells Fargo covers with company transit handstamps from towns other than San Francisco are unusual. This cover was evidently delayed en route to La Porte. Howland's Flat was 12 miles northeast of La Porte and was the principal town in the Poker Flat gold mining district. It is now a ghost town.
