This letter, missing the regular U.S. mail packet by two days, was sent by U.S. merchant packet with D.W.I. postage paid but U.S. postage unpaid. The arrival rate handstamp indicate a double rate letter however the sender only postaged the letter with a single 3¢ D.W.I. stamp.
