Post Office Announcement of Registered Package Envelopes and Seals, a one-page circular to all postmasters dated February 14, 1872 advising of release of a new Registered Package Envelope and Registered Seal "for the greater security of Registered Letters", the envelopes and seals in equal quantities will be furnished to postmasters and forwarded together, an accurate count of these must be taken and postmasters are required to exhaust all the old-style envelopes remaining in their hands before ordering supplies of the new, and the registered seals must not be used on envelopes of the old style; some file folds, Very Fine and scarce.
