Eagle Pass was a successor mercantile town located just north of Fort Duncan founded by John Twohig of San Antonio. In 1850, a military garrison was also established on the opposite bank of the Rio Grande River. On the Mexican side, river settlers migrated near it and the new town was Piedras Negras (Black Rocks).
