1870 (Oct. 15) New York N.Y. to Reichenberg, Austria, folded cover endorsed "Circular" bearing 2¢ red brown (146) pair tied by NYFM circle of wedges (TR-W6) overpaying the 3¢ NGU direct circular rate, red "Paid All" straightline handstamp, carried as endorsed by Guion Line Wisconsin from New York Oct. 19th to Queenstown arriving Oct. 29th, Austria (11.1) arrival backstamp; 1870 docketing across face, minor bottom edge toning, Fine and scarce use.
Estimate    $200 - 300.

Weiss recorded only five covers bearing this cancel, this was not one of them. This is the only example not bearing an 1869 issue franking. In 1870, a special "book-packet" up to 1 oz. rate was introduced for circulars and charged 2¢ for direct mail and 3¢ for closed.
