These seals were prepared by the Government Printing Office for use by the Mail and Records Section, a unit in the General Administration Unit of the Quartermaster General's Office. They were intended to be used on damaged mail to or from civilian suppliers of goods to the military.

1937 Hindenburg crash cover. Registered cover originating in Munich, contained in original cellophane envelope with Post Office Department Official Seal 1919, black, Munich April 29 cds cancelled stamps that has subsequently fallen off, Munich telegraph office registry label #570 at left and partial red flight cachet, addressed to a D. Grenko, return address on reverse "Waldeckstrasse 60, Munich 9, Deutschland", due to lack of address returned to Frankfurt, Very Fine and desirable charred example; with 1937 Alexander Berezowski Certificate. The German zeppelin Hindenburg made sixty-three flights, including ten roundtrips to the United States in 1936. It met tragedy May 6, 1937. Attempting to land at Lakehurst, New Jersey, the giant airship burst into flames near the mooring mast. In only thirty-two seconds, the zeppelin was smoldering wreckage. Postal officials salvaged approximately 358 pieces from the 17,609 estimated pieces of mail on the flight. Of these, 176 salvaged items were unburned, with a few exceptions. The most badly damaged mail items (about 15%) were placed in cellophane envelopes and a seal applied to close them.
