Whitehead was the representative of the Mexican bondholders. These are the same bonds that led to the European Intervention, the occupation of the French and the "Empire" under Maximilian. The letter reports the establishment of an American steamship line from San Juan, Nicaragua via Manzanillo to San Francisco. The first northbound steamer called in at Manzanillo on 13 July 1856 and returned on the southbound leg on August 12. The letter further proposes sending 'dollars' (pesos?) to N.M. Rothchild's San Francisco branch at a 'good rate of exchange'. In addition Oetling mentions he wants to represent British holders of Mexico's bonds and take care of their interests at the Colima Customs House, telling Whitehead The Customs House is not disbursing bondholder monies 'according to the agreement. Most of the bond issue was sold to European interests, with Whitehead acting as selling agent.
