Aug 8 186" cds on homemade cover addressed to Acting Assistant Surgeon, John Drayton, in charge of Negro Labourers at James Island, S.C. endorsed "O.B." at top left for official business and "Medical Purveyors Bureau, Charleston S.C."; edge tear at bottom, Fine.

James Island is still in the Charleston postal area which explains the 2¢ drop letter rate.
