In combination with 20c on 1900 certified printed matter cover to Hamburg, Germany, tied by "Pluma Hidalgo, Feb 2.00" cds, Plumas "Paquette de Certificados" and Mexico etiquettes, corners clipped by postal authorities to check validity of reduced rate mail; cover wear and slight soiling, Fine, the only recorded commercial usage of a 1899 2c bisect.
