1853 (Nov. 29) New Orleans, La. to Lesa, Kingdom of Sardinia, printed circular with red "New Orleans Nov 29" cds and matching "Paid 4" rating h.s., New York large red "2" credit h.s. to G.B., carried by Ocean Line Hermann from New York Dec. 4 to Southampton arriving Dec. 19, Calais (12.20) entry cds, Lesa (12.30) arrival backstamp, Very Fine, an exceedingly scarce example carried by American contract steamship.
Estimate    $1,000 - 1,500.

Under U.S.-British Treaty of 1848, newspapers could be sent to Kingdom of Sardinia via England at 4¢ each. Unsealed printed circulars were treated under the newspaper rate. Until April 1853, letters prepaid 4¢ show a 2¢ credit to G.B.

1854 (Sep. 16) New York, N.Y. to Liverpool, England, printed circular outer sheet bearing two 1852, 1¢ blue singles, positions 65L1L, 8L1L, large to slightly in margins, right stamp with top sheet margin, minor corner wrinkle at top right away from design, tied by circular grids, carried by Collins Line Baltic from New York Sep. 16 to Liverpool arriving Sep. 27, green Liverpool America (9.27) backstamp and fancy "2" pence due rating h.s., Very Fine.

Prices Current (printed circulars) were sent from the U.S. at the newspaper rate of 2¢ with 2 pence to be collected in G.B. Liverpool arrival datestamp on reverse was struck in green, a color used in 1853 and 1854.

1855 (Feb. 7) New Orleans, La. to Saulxures, France, unsealed circular with blue "Fredk Loison's Printed Circular" handstamp, sent under newspaper rate of 2¢ by British open mail, New Orleans red "Paid 2" handstamp, carried by Collins Line Atlantic from New York Feb. 21 to Liverpool arriving Mar. 4, red manuscript "15" centimes postage due rating, Very Fine.

1855 (Aug. 13) Poplar Ridge, N.Y. to Reigate, England, newspaper wrapper with manuscript "Poplar Ridge, N.Y. Aug 13" postmark and matching "Paid 4." rating, endorsed "2 Papers" at left, carried by Collins Line Baltic from New York Aug. 22 to Liverpool arriving Sep. 2, Liverpool America (9.2) and "1d" pence due h.s., Reigate (9.3) arrival backstamp, F.-V.F., uncommon newspaper wrapper and unusual rate stamp of Liverpool.
Estimate    $200 - 300.

Two newspapers were included in this wrapper to England from a small New York town. Each newspaper was rated at 2¢ for a total prepayment of 4¢. Liverpool marked the newspapers for 1 penny postage due, a single newspaper rate.

Nov 30" cds, carried by Cunard Line Africa from New York Dec. 8 to Liverpool arriving Dec. 19, red Calais (12.24) entry cds, Triest (12.25) arrival backstamp and manuscript "3" Austrian kreuzer due rating, Very Fine and scarce usage; signed by Ashbrook on reverse.

1857 (Jan. 1) New York, N.Y. to Hong Kong, China, printed circular sent at the prepaid 4¢ printed matter rate by British Mail via Southampton, endorsed "printed circular" and New York applied large "2" cent handstamp for credit to Great Britain, carried by Cunard Line Asia from New York Jan. 21 to Liverpool arriving Feb. 2, red London (2.3) transit cds, pencil "1" pence due in Hong Kong, P&O Steamers carried circular from Southampton to Alexandria and from Suez to Hong Kong, Very Fine, the only recorded example of this 4¢ circular rate to China.

1857 (Jan. 3) Baltimore, Md. to Schiedam, Netherlands, printed circular with blue "Balto Paid" circular h.s., carried by Cunard Line Europa from New York Jan. 7 to Liverpool arriving Jan. 18, G.B. manuscript "1" pence debit to Netherlands, Schiedam (1.20) arrival backstamp and "1½ C. / Schiedam" triangular h.s., manuscript "7½" Cents due rating, F.-V.F.
Estimate    $200 - 300.

Printed circular sent in British Open Mails at newspaper rate. Schiedam applied triangle 1½ Cents marking in black, a fiscal tax on all printed matter from foreign countries ("Zegelrecht"), not usually seen on fronts of covers, but usually inside.

1857 (Feb. 6) Charleston, S.C. to Cadiz, Spain, printed Herckenrath, Wragg & Co circular with "Paid" straightline h.s., carried by Cunard Line Arabia from Boston Feb. 11 to Liverpool arriving Feb. 21, two spindle hole affecting cover, Very Fine.
Estimate    $100 - 150.

When newspaper rate to most European destinations was reduced in April 1853 from 4¢ to 2¢, Spain was not included and the 4¢ rate remained until early 1860. The 4¢ paid in Charleston was marked against "Charge key box 25" belonging to Herckenrath, Wragg & Co. The Charleston postal clerk struck the black handstamp PAID. Boston did not mark the 2¢ credit to the U.K. as did New York. Spanish postage due is not shown but was ½ real.

1857 (Feb. 23) New Orleans, La. to Intra, Kingdom of Sardinia, printed circular at the 2¢ printed matter rate prepaid by 1851, 1¢ blue, type V, horizontal pair, large margins except just touched at top right, left stamp with pressed wrinkle, tied by partial New Orleans cds, carried by Havre Line Fulton from New York Mar. 7 to Havre arriving Mar. 21, Havre (3.21) entry cds, Torino (3.24) and Intra (3.25) backstamps, manuscript "17" centesimi due rating; slight cover repair at bottom right, a Very Fine appearing and scarce 2¢ printed matter use.
Estimate    $300 - 400.

Despite routing instructions via Liverpool, New York sent this printed circular by American contract steamship directly to France, where it was forwarded overland to the Kingdom of Sardinia.

1857 (Apr. 16) New York, N.Y. to Livorno (Leghorn), Tuscany, printed circular of Smith & Tracy, carried by Havre Line N.Y. & Havre Navigation Co. Fulton from New York May 2 to Havre arriving May 15, Havre (5.15) entry cds, Livorno (4.20) arrival cds, manuscript "4" crazie due rating, F.-V.F., a scarce example of printed matter to Tuscany.
Estimate    $200 - 300.

Circular was prepaid 2¢ (not shown) for the United States printed matter fee. Since U.S.-French Convention of 1857, which just went into effect on 1 April 1857, had no provision for printed matter between the United States and France, circular was treated as an unpaid circular under the 1851 Franco-Tuscan Convention. The 4 crazie postage due was the rate for printed matter arriving from overseas via England instead of going directly to France, which required a 3 crazie rate. The reason for this charge is unknown.
