Lot 1101    

1853 (Jan. 10) New Orleans La. to Marseilles, France, printed circular with red "New Orleans La. Jan 10" cds and matching sharp "Paid 4" rating handstamp, New York large red "2" cents credit handstamp to G.B., carried by Cunard Line America from Boston Jan. 19th to Liverpool arriving Jan. 30th, bold red manuscript "15" centimes due rating; horizontal file fold, Very Fine.

A RARE EXAMPLE OF THE 4¢ PRINTED MATTER RATE TO FRANCE.

Under U.S.-British Treaty of 1848, newspapers could be sent to France via England at 4¢ each. Unsealed printed circulars were treated under the newspaper rate. Until April 1853, letters prepaid 4¢ show a 2¢ credit to G.B. We offered another example of this 4¢ printed matter rate to France in our Winter sale that realized $2,300.

1856 (Jan. 28) Wiscasset Me. to Havre, France, cover bearing fresh 10¢ green, type II (14) pair with four margins, cancelled by manuscript and tied by blue "Wiscasset Me. Jan 28" cds, "Boston Br. Pkt. Jan 30" exchange backstamp, carried as endorsed by Cunard Line America from Boston Jan. 30th to Liverpool arriving Feb. 11th, red London (2.12) transit backstamp, Calais (2.12) entry cds and matching "26" decimes due rating handstamp, Le Havre (2.13) arrival backstamp; pair slightly affected slightly from edge placement, Very Fine.
Estimate    $300 - 400.

Although cover was possibly prepaid 20¢ apparently for direct mail by British Packet, it was actually sent by the 5¢ British open mail rate. In France, it was rated double the 13 decimes due per 7.5 grams.

1856 (Jul. 29) Peoria Ill. to Massevaux, France, light buff cover bearing 1¢ blue (9) and 10¢ green, type III (15) horizontal pair, four margins, tied by open grid cancels, matching "Peoria Ills Jul 29" cds, red "New York Am. Pkt. Aug 2" exchange cds, carried by Collins Line Ericsson from New York Aug. 2nd to Liverpool arriving Aug. 17th, red London (8.18) transit backstamp, Calais (8.19) entry cds with matching "8" decimes due handstamp, Massevaux (8.20) arrival backstamp, 1¢ tiny corner crease, a Very Fine use at the 21¢ American packet rate.

Pkt. Dec 26" exchange cds, carried by Collins Line Baltic from New York Dec. 27th to Liverpool arriving Jan. 8th, red London (1.9) transit backstamp, Calais (1.10) entry cds and "8" decimes due rating crossed out and updated with "16" decimes rating handstamp, Paris (1.10) arrival backstamp; small stamp flaws, F.-V.F.
Estimate    $750 - 1,000.

Letter was prepaid 21¢ for the American Packet rate per ½ ounce. Rated 16 decimes due in France for a letter weighing over 7.5 grams up to 15 grams.

1857 (Jan. 11) New Orleans La. to Bordeaux, France, datelined folded letter bearing 1¢ blue (9) horizontal pair, deep rich color, and 3¢ dull red (11), tied by "New Orleans La. Jan 11" cds, red "New-York Br. Pkt. Jan 27" exchange cds, carried by Cunard Line America from Boston Jan. 29th to Liverpool arriving Feb. 11th, red London (2.12) transit backstamp, "GB / 1f60c" bulk accountancy handstamp, Calais entry cds with "8" decimes due rating handstamp, Bordeaux (2.14) arrival backstamp, Very Fine, Prepaid 5¢ for the British Open Mail rate to France during the three months period.

On January 1, 1857, a new postal treaty between Great Britain and France went into effect reducing the French due charges on mail transiting through Britain. On April 1, 1857, a new treaty between the United States and France went into effect standardizing rates between the two countries at 15¢ per ¼ ounce. The period between these two rate changes is referred to as the "Three Months Period". Only sixteen British and seven American packets carrying mail for France and beyond departed during this period.
